found nothing, but it''s really starting to irritate me big time.
Here''s the steps to reproduce the problem:

Copy something to the clipboard (eg code from a web page)
Open Microsoft Access MDB file
Open any module
Press Ctl-V to insert text

Voilia, the text is gone. Opening access dumps the copy buffer.
It seems to happen only with Access 2003. Has anyone else seen
this behavior? Know what causes it? How to stop it?

Run an Access query. Copy the output. Open up Excel 2003. Try to
Paste. Nothing!

Seems to be more of a general problem than just Access. It is irritating!

But I agree with you: if it turns out to be a reproducible problem, we
should add it to the Access hall of shame (see an earlier post of
mine). One of the first rules of software development is "do no harm",
and it was violated here.
