In our database there is one table which is referenced from more then 20 tables. Also we have too much constraints on our database. Is that the reason for slowness of application?

What I have tried:

Our DB Server showing 99% CPU utilization. We are using High configuration VMs like 64GB RAM and almost like 16V CPUs. Our site performance is very low. Please suggest what to do?
