Guys say you're making an anime website. And of course you need anime videos. How can you check if a video has been generally copyrighted and if you're allowed to use it...
Some websites don't have a policy's that you can read. Does that mean, you can use their videos?
Or how else are you suppose to upload anime videos to your specific site?

TLDR：真的不值得麻烦。

Pretty much every tv show is licensed/copyrighted in at least one country. Unless you specifically disallow users from licensing countries you will most likely be asked to take down the video/threatened/sued for estimated "losses" due to your infringement.
Even if you do disallow users this could still happen. Making a webpage to host content that you know is copyrighted is really a bad idea and will only end poorly. The ad revenue, if any, will not offset the legal fees.

If you really want to check for copyrights you can go to the Wikipedia page for each of the shows, they generally have the countries the show is licensed in on the right side.

If you mean youtube videos or other personal videos people have made, you will have to contact them directly for usage rights or sometimes there is a copyright information section under the video stating its is free to use or it is locked down.

If you are talking about sites like ICEfilms type host sites, they don't have permission to use those videos so obviously they can not extend that permission to you.

TLDR: Really not worth the hassle.
