You don't, not any more.
The Express edition was cut-down versions which each supported a limited set of functions (pretty complete, but not totally) and a single environment.
The Community Edition is the full package, and supports all languages and environments and is much, much better (if your circumstances meet the usage criteria).
But it doesn't allow allow for "just VB" or "just C#" - you get it all or nothing!
