Convert MP4 video to different Resoluton using nreco.videoconverter

Having problems with something "using FFMpeg" is nonsense. Just use FFMpeg or libav codec library and be happy. Please see my past answers:

And, by the way, learn what MPEG-4 is:

Usually, you don't need to know many detail, but at least understand what's involved, how many different things are there and understand that there are containers, streams and codecs, and get an idea on how many of them can be used.
