Edit: after re-reading my original question (below) it seems that I was a bit misleading. I'm not looking to build web applications that will display correctly in Android devices. I'm looking to build a bona fide Android "app" consisting of Java that gets compiled into an APK package.

Just like there are ridiculous JS libraries available for web developers to allow drag-n-drop, expanding/collapsing, and other "special effects" type capabilities for a webapp, are there similar Java-based (and open source!) "Android Frameworks" out there that provide rich UI controls as RichFaces/ICEFaces/PrimeFaces does for JSF? Thanks in advance!
