I understand I have to buy SQL server 2014 Enterprise Licenses in blocks of 4 cores

I have a physical box which has 2 CPUs with 6 cores each i.e. 12 cores. Do I have to buy all 12 cores or can I buy just 4 cores and configure SQL to use only 4 cores.

Also If I use a two node cluster and SQL Server Services run on one node only (with fail-over to another node) then do I have to buy licenses for both the nodes ?
