First of all Implementation and Development both are the different things. i think you would like to develop ERP system in .NET. implementation means modify your business logic , test it and deploy it on client end.

Yes, you can develop ERP in .NET. Follow some software Development life cycle.

download some other opensource system in dot net and check their way of coding, structure, and documentation,
