Your 'web based' image viewer is going to be a plugin, Flash, ActiveX, or Silverlight, unless you just want it to show an image and perhaps zoom on it a little. In that case, there's something in the ASP.NET AJAX library that might well do the trick for you. Otherwise, I suggest silverlight.
