I developed a Database application(Access) using Visual Studio 2013(vb) which runs fine on my PC with Windows 8.1 (x64) but after excute on another PC with the Windows 7(x64), but cannot run.

My Application is not installed app... just use function visual studio
----> Build solution and then copy the "Debug" folder and paste another pc
and *.exe file use...

Just popup the message
"Do you want to send more information about the problem?"

How can I make it run fine on every PC O/S either Windows XP or 7, etc. System32 or 64bit?

You need to retarget it to the lowest version of .NET, i.e. the one available as standard on XP. You should also make it 32-bit rather than 64. And you should not use the Debug version on other PCs as it relies on libraries that are only available with Visual Studio.
