In my current project I want to create Email template builder which provides Ui to user and user can drag n drop controls which he/she want in template and I want this template as HTML file.

I think what you are looking for is quite advanced and due to html constraints when creating emails it is very difficult to do so with out time.

Best bet would to use some existing email marketing tools and create a standard template that users can use to customise their emails.
