Gabriola is a licensed font: but it does list "web developers" in it's "can use" list.
I'd check if I was you what the licence agreement said when you bought it: that is the ultimate arbiter of what you can and can't do with it.

Certainly, if you try to use it without embedding it, it won't work on my system since I don't have Gabriola installed (and would never come back to your site if I had to install a font just to make it look "pretty").
Your best bet (if you have a legitimate copy of the font) is probably to use it to create images and use those on your site instead...
