My junior asking me the sugesstion that, he's new in .NET,in which version is better for web application development for now ?

Kindly help me guys,what version i can suggest to him ?

I would reccommend 4.5 at the moment. It is the latest stable release and for new projects there is no reason to use older versions.

IMHO it highly depends on the nature of the project to develop.
With a long running project I think it even god to start development with still beta framework, but for sure with the latest (even it is not mature yet).
For small size-short term project use the latest the development environment (VS?) suggests you...
