looks like the removed users from AD are also getting deleted from User Information List in sharepoint. I don't know where the setting is that will prevent from deleting. Since users are deleted from user information list, people picker is not recognizing the removed users and there is a red line in the people picker for those users. please let me know how to prevent deactivated users from getting deleted from UIL. Thanks.

SharePoint cannot delete the UIL entry out of the box. This means someone is manually deleting it, or someone has developed a process to delete it.
