I want to delete the "Default" Azure Active Directory that was created when I signed up on Azure.

I already switched to a new directory for the original account that I used to sign up on Azure. There are no subscriptions under the "Default" directory. The only user left in the "Default" directory is a new global administrator account. I deleted my original account under the directory.

When I try to delete the directory, it does status checks and always come up with the required action "Delete all license-based subscriptions" under Subscriptions. Does this mean I have to delete the original account with which I signed up on Azure? As previously stated, I've moved the subscription to another directory.

No , it means that you probably have a license associated with your directory which needs to be removed first before you can delete the directory. In this case subscriptions can mean a PowerBI / Office365 / dynamics subscription etc.  which may have been associated with the directory at some point. Have you tried the steps below.

I think you are getting the following error which is a list of checks which happen when the user tries to delete the directory.

You can go to each license that you see in the list as below and cancel them one by one.

This cancellation take 2-3 days sometimes to replicate accross different systems . After that you can try again to delete the directory using the azure AD blade as listed in first picture . It should work. If it does not work , please add your proper contact information in the directory . You can verify this using both Azure ad portal (aad.portal.azure.com) or Office365 portal (portal.office.com) . Make sure the information is same. the technical contact information and the phone number must be a valid one because , if its needed to go to support you will need this info for validation of directory ownership.
