We have a business multi-tenet application that is connected to SQL Server databases under an Elastic Pool, and as a part of our efforts to develop Business continuity and disaster recovery plan, we realized that Azure Paired Region provides a good solution that facilitate our task.

My first question is that how can we configure our application to benefit from Azure Paired Region feature?

Azure paired regions is not a product itself but more of an architectural recommendation when planning to host your highly available app in Azure. Using regions that are paired ensures that updates are not applied at the same time among many other benefits that are listed in the above hyperlink.

I would suggest following a similar guide to this for designing your apps architecture (example might be more complex than your scenario but the guidance on using Traffic Manager, dual web apps, and two SQL servers with data replication is valid). It basically uses two of every Azure service necessary to host your site. That way if one service goes down in a region, it auto routes traffic to the online region. You could place app1 in West US and app2 in East US, and thus be taking advantage of the paired regions benefit.

In regards to cost, I am not allowed to provide exact pricing quotes but you essentially double the price to achieve a highly available (multi-region) environment. Two web apps, two sql servers, etc. If you wish to receive a pricing quote, we ask you to open a free billing support ticket and an engineer can assist further.
