Note that changing the SharePoint servers domain membership is not supported. You must build a new farm from scratch and then migrate Service App/Content Databases to the new farm.

As for a test environment, it depends would be the answer. Anyone who does not have an MSDN subscription would need a SharePoint CAL, but generally if you have that test environment only for a short period of time, you'll be OK.
