Unfortunately as of today there's no "event-based" trigger to trigger a pipeline when a change in SQL Server is made. You can however implement a mechanism to trigger a pipeline using the REST API as and when there's a change in a table. Please refer this doc for learning more about triggering a pipeline using REST APIs.
