I think there's an issue where the site is retaining some files or something that is causing undesirable formatting and I've tried reverting the site back to a version but the formatting issue is persisting.  My thoughts are that some CSS or other files are staying an older version on the site and I want to delete all the files and republish but I cannot find a way to do this. In Visual Studio I can delete files but one by one and not directories. I literally just want to delete all the files/folders and republish.

You could use Kudu console to delete the files/folders in Azure Web App.

To access the site/files through the Kudu console use the below URL.

https://****.scm.azurewebsites.net/ (enter your website name instead of ****)

Click on the Debug Console -> PowerShell to open a console along with files, then delete the files/folders using the option available as shown below.

Once you delete the old files republish and check.
