Even though my subscription was canceled not to mention barely used at all Microsoft won't let me delete the payment method I used when I registered (which happens to be my mother's card). It says it can't be deleted because it is tied to Azure. I've tried to go into my portal and delete it from the settings there but it won't let me there either. I need a number to contact or instructions on what to do so my mom does not get any charges on her account. The free account is supposed to be no charge. If that's not the case I need to know how to disassociate it with my account all together.

Depending on your current account subscription/tenant could be removed up to 90 days so I guess it will take some time to be removed. The best idea I have is to open case with the billing team ( which is for free) and they should be able to assist you and answer to the questions
