We run vanilla Kubernetes on Azure VMs. Pods are taking longer time (2 minutes) to spin-up compared to those running on on-premise VMs.

I wouldn't say 2 mins is very long. This could also depend on the size of the VM you are running. 

try increasing the size of your virtual machine so it has more resources and see if that speeds things up. 

Also, we offer AKS in Azure which is good route to go if you need to run kubernetes and don't want to manually configure them on virtual machines yourself.
