I've inherited a 2013 Sharepoint on prem environment that consists of a prod and dev server. The prod server was allowed to get grossly out of sync with dev, and now I am trying to correct that.

Essentially I want to take what is on prod and nuke the deve environment with it, so they are in sync. There does not seem to be any OOB way to do this.

Does your SharePoint environment have any custom solutions? Synchronization mainly contains two part, functions and data. For data, you can replicate db from PROD to DEV. For functions and SharePoint versions, just keep them same.
