I'm struggling to find the best way to keep folders in sync in two separate Sharepoint sites. The idea is that internal staff can edit files in specific folders within a primary Sharepoint document library, and then access to a separate library is given to an outside consultant. The folders from the primary site would replicate to the second site, contents included. The consultant can then only see these specific folders and not have to wade through the rest of the mess that is our primary site.

So far I've tried syncing Both of them with Onedrive and using a Sync tool to keep them together, but this has caused a number of issues with file collisions. I thought I could do a Symlink for the two folders, but Onedrive seems to have blocked this functionality.

I also played around with Microsoft Flow - this worked decently well but it took forever for changes to be updated on the other library.
