I currently provide Web hosting services with IaaS on a provider different from Azure. I'd like to move to Azure to better access other platform services, but the problem is bandwidth billing model. So I'm evaluating Azure VMs, where I will install and manage Win+IIS.

Azure has not a flat bandwidth profile, so costs are not fixed (as I have with all other options I'm evaluating). Also, IIS has not a way to perform some quota management of single sites. So I cannot imagine a way to move my services maintaining existing billing model (I do not ask customers to pay for bandwidth in hosting, as most of providers do) and without to have unpredictable bandwidth costs.
