I have a user that has Full Control of a SharePoint site but when he goes to add A SharePoint list he gets access denied.

His permissions are Full Control and Limited Access. I think that was a mistake but those are his permissions.

转到网站设置 - > Web Designer Galleries-> Master pages-> LIBRARY-> Library settings->此文档库的权限。
Go to site settings-> Web Designer Galleries->Master pages->LIBRARY->Library settings->Permission for this document library.

Check if there is Unique permission in this library, if so, check if the user has relevant permission. If not, grant everyone with read permission and check again.
