I would want to understand your requirement or workflow.


App Service is a hosting platform for HTTP/HTTPS workloads.​

If the user's web/api app calls some ML libraries then that should be supported but the user would need to install those libraries/dependencies inside their container and then call them from their App.​

If they are interested in running non-HTTP workloads which do some ML work then I would direct them to Azure Container Instances, Docker EE on IaaS VMs or AKS - depends on what their use case really is.Basically when we spin up the container if it doesn't have a HTTP endpoint responding to our health checks we'll shut it down and restart it.
