we have an Oracle database hotsed on an Intranet service and i want to access the oracle database through SSMS so that i can export the data and load in the Azure SQL database

Do not you want to create a webservice that hands the necessary info only to a client with the necessary credentials?.

IIRW linked servers on managed instances do not support to connect to other RDBMS (like MySQL or Oracle) at this time.
