I can't connect to my Azure account on server management studio. Every time it keeps asking me to allow the IP rule which I already have done and it just goes round in a circle. Does anyone have any ideas?

You have likely added your private IP and not your public IP. Please go to whatismyip.com and note both your public and private IP addresses for the host you are attempting to connect from. Please add your public IP to the AllowedList for the firewall.
