I used BizSpark subscription. But BizSpark was finished. Can i download my files from VM? Or transfer my VM/disk to another subscription.

You can upload files from a VM to a storage account (blob or file service) and then download them from there. You can also download files from the VM directly if you set it up with a file sharing service (e.g. SMB or FTP).
