We are trying out Azure SQL Databases for a POC of concept, and currently cannot configure Azure AD authentication since the option to set the Active Directory Admin seems to be missing.

Configure and manage Azure Active Directory authentication with SQL

The above link represents the instructions for configuring AAD Authentication for Azure SQL Database (Single Instance & Elastic Pools), Managed Instance, and SQL Data Warehouse. The process is the same for SQL Database and SQL Data Warehouse. Managed Instance has a section in the documentation that is specific for this deployment type.

What I think is happening in your case is that you are attempting to configure AAD Auth at the database level and this functionality is configured at the SQL Server level. For Azure SQL Database the configuration process starts with this step, assuming the AAD has been populated/set-up correctly.

Provision an Azure Active Directory administrator for your Azure SQL Database server

Please take a look and ensure you are looking at your Azure SQL Server instance in the portal and you should see an Active Directory admin menu option.
