我们已经与开发商签订合同，将我们当前的azure托管网站转换为wordpress。他没有创建新资源所需的权限/将新的wordpress网站上传到Azure。 （请参阅随附的屏幕截图） 

We have contracted a developer to convert our current azure hosted website to wordpress. He does not have the permissions required to create a new resource/upload the new wordpress site onto Azure. (Please see screenshot attached)

Without making him an owner what would be the right access to grant? I cannot seem to figure it out.
