I am trying to create a test case work item using Visual Studio 2013 ultimate, but there seems no way I can insert a step (Action/Expected Result) to the new test case in visual studio. In MTM, there is a line of text says "Click here to add a step" at the bottom for me to click and add a new step, but there is nothing like that in Visual Studio. Anyone know why? Am I missing some configuration somewhere?

I tested in VS 2013, VS2017. There are no a function in VS like "edit test step" any more, meanwhile some member has reported this suggestion in MS user voice, see: https://visualstudio.uservoice.com/forums/330519-visual-studio-team-services/suggestions/2709011-edit-test-steps-within-visual-studio-or-tfs-web-ac - "The capability to edit test steps in VS is not yet done. ". so here is an alternative workaround I recommend: to "click or type to add a step" in AzureDevops or MTM, then save it and fresh it in VS, as I shown in below:
