Secondly, your actual scenario is more aligned with networking but theoretically you should be able to create a schedule or use a watcher to monitor the IP timeout then take the desired action (change user defined route) based on the timeout. I recommend posting this part of the question on our Azure Networking Forum to see if the community could assist you with authoring a PowerShell script to achieve your goal.
