I have a question about the Scale set.

When I need to change the image of the scale set, do I need to delete the entire scale, or can I change only the updated image?

You will be creating VMSS with a base image where you would have pre-installed all your application configurations. If you want to re-configure something, then you can use some automation tool to get your configuration changes updated.
