It seems like:
- You have installed Azure AD Connect
- You have run the initial synchronization
- The Synchronization Service Manager interface shows all objects in disconnected state for the AD connector
- There is a connector present in the Synchronization Service Manager for both the on-premises AD and Azure AD
Have you tried:
- Looking for objects in Azure AD that might not be able to match with on-premises accounts?
- Running a manual export for the Azure AD connector in the Synchronization Service Manager interface?
- Running the Test- AdSyncAzureServiceConnectivity Cmdlet?
