I tried searching, but I am unable to locate REST APIs which will give me the entire list of Azure Virtual machines specs and pricing based on region, tier, workload and billing option.

I don't believe there's a single REST API that returns All Virtual Machine SKUs, price, workload, billing options per region. However, you may be able to derive the required data set by calling applicable REST API for virtual machines.

Re: the error with the REST API, you are correct that consumption APIS do not support PAY-AS-GO Subscription. For now only Enterprise Enrollments and Web Direct Subscriptions are supported. Details here - snipped below.
