I have an azure api management instance which I am not using for now. Azure documentation says it charges hourly.

I want to disable it temporarily to save money.

you can take a backup as below then restore as needed. That is an option. You can also downgrade as developer that is cheapest option then upgrade as needed.

you can also consumption pricing option you will be charged only the calls you make.
