what is the most efficient way to expose the data to the training?

In my case a service is generating thousands of images, and I can control where and how the generated data, which will be the training input, gets stored.

It depends on your requirement... How you are inputting the images and its metadata to the training, Is the training web app? , How are you connecting to the data source (file share) 

For sharing files with end-users through your training app it probably makes more sense to use blob storage as this simplifies downloading through a URL and securing download through Shared Access Signatures

if you know the rate file growth is  going to higher  then Blob storage best option is much cheaper than file storage
