Why are .axd files blocked by Window Application Firewall by default (Rule 920440 - URL file extension is restricted by policy)?

I am aware that it is possible to add an exclusion item to WAF but why have Microsoft decided to block .axd files, what is the security risk?

Mostly it might block .axd files because they might be capable of performing "PadBuster" attacks.
