I made a runbook which is derived from the automys' runbook to "shutdown the vms".

There is no need to shutdown the Web Apps. Unlike Azure VMs, the Azure App Service is charged by Instance by App Service plan, so even if your Web Apps are stopped, the instance still charged.

- Downgrade your App Service Plan to the Free tier
