Hi, 

Can you make sure you allowed port 22 in your NSG?

Here is the doc for your reference: https://docs.microsoft.com/en-us/azure/virtual-machines/troubleshooting/troubleshoot-rdp-nsg-problem

Just use port 22 instead of 3389 and try again.
