I am fairly new to Sharepoint Development, I am trying to create a simple multi-choice filter that would be displayed horizontally above the list it is filtering that would filter on selection, However I have not come across any available strategies in my research..

Currently the list uses the out-of-the-box sharepoint choice filter web part. 

Honestly, the same functionality that I am looking for is the actually the regular list header column filter.. is there a way to display that horizontally and always shown?

Custom way should be use Jquery DataTable to bind list item data and achieve filter function in Client Side:

Load the Data in JQuery DataTable from SharePoint List using REST API

Build a html dropdown list for the choice field like the first demo and then filter with Rest API endpoint and bind to Jquery DataTable to display.
