I'm having an issue manually installing PowerCLI.  I'm in a situation where my Collector appliance is behind a proxy and I'm whitelisted for Azure sites but blocked going to PSGallery.  I've manually (Offline) installed the VMware.VimAutomation.Core PS Modules (version 6.5.2.6234650) by copying the modules to the system modules path.  I can Import-Module said module and Connect-VIServer as expected.  However, the Collector configuration is still attempting to install PowerCLI 6.5 and ultimately fails after about 20 minutes or so with an error to manually install... which I've already done.
