Sorry to hear you're having these issues and will gladly assist you. The Activity Log will tell you what sort of actions are done against your App Service. The 'Get Web App Publishing Profile' message is showing that you (or someone else) is attempting to download this profile, through Visual Studio for publishing or something like that.

This Activity Log though shouldn't impact any of application performance. For that, I would suggest using the performance tooling in the portal to investigate. To access, navigate to your App Service. Once inside the blade, click Diagnose & Solve Problems > Availability and Performance. From there, you will get suggestions on making you app service perform better.
