Here are the steps to get to the point that you can attempt to use the Windows File Explorer to work with these files from Windows 7 - 10. Everything works fine in Windows 7, but since then renaming and creating directories does not work right. If you create a new directory and then name it, it just uses the name "New Folder" ignoring the name you used. If you then try to rename it, it just ignores that and keeps the original name.

1) Install Windows Mobile Device Center

2) In Windows Mobile Device Center make sure your connection settings are correct so you can connect to your device. (I find Allow USB and DMA connections does the trick)

3) Connect a Windows Mobile (5.0 - 6.5) device to the computer (either real device over USB or start an emulator through Device Emulator Manager and sync it there)

4) When WMDC pops up on the computer and gives you the option to either Set up your device or Connect without setting up your device, you can just select the latter. It is not required to set it up in order to interact with the device file system from file explorer.

5) If WMDC asks you to register the device, that is not necessary. You can just select Don't Register.

6) Now from your desktop File Explorer, when you go to My Computer / This PC, you should see the mobile device there. Open it and try changing directories.

This is expected.  Windows Mobile device center is designed for Windows Vista.  Please see the documentation at https://support.microsoft.com/en-us/help/931937/description-of-windows-mobile-device-center

Under More Information please see "Windows Mobile Device Center is compatible only with Windows Vista. "

NOTE: You may be able to work around this issue by running in Admin Mode as the issue is likely write permissions in the user folder in Windows 8 and 10 but WMDC is not supported n these later versions of Windows.
