Someone recently asked for a evaluation key for Windows 8.1. I think Microsoft is pushing everyone to Windows 10, and making it harderto use the older operating systems. Keep in mind that WES 7 will have support dropped in a few years and then go EOL: https://support.microsoft.com/en-us/lifecycle/search?alpha=Windows%20Embedded%20Standard%207
