I'm from the Republic of Moldova and when i wanted to do a developer account, i can't becasue my country wasn't in that list...

I'm sorry that currently you're not be able to register the developer account until your country is a supported market.

MSFT is adding more countries and regions as they can. I would like to suggest you to submit a feature request at Windows Developer User Voice site so that MSFT might will add your country to that list. Usually the more votes your request gets the more possibility and sooner it will come true:
