can I ask why Microsoft doesn't have clash of clans! I know its all on one sever but can we as the people have this one game be approved by surface RT and surface pro?!

You will have to ask the creators of the game why they have not built an App for the Windows platform yet. It's up to them to build an App. I can't imagine that the problem would be an App being built already and Microsoft not approving it.
