The Windows Store Apps require a minimum resolution of 1024x768. This has been true in Windows 8 already and has not changed in 8.1 and as it seems won't change in Windows 10. At least officially the device is below minimum specifications to run Apps. For some devices there were graphics driver workarounds to allow it to kinda work but given that Apps were not designed to run on such a confined screen space the experience wasn't really usable.
