Unfortunately my experience shows it doesn't.  What DOES work is the following commands (setting High Performance profile and disabling monitor using monitor-timeout-ac as above):

I figured out that it seems that for some reason the power plan is switched from "Balanced" to "High performance" at some point.

When the OS starts, I open the power options and "Balanced" is selected, but when the screens goes black then, at least for some time, "High performance" is selected. In "High performance" plan there was 15 minute timeout for monitor, so I changed it to "never", too and now I'm waiting for the results.
